Why do I still see clutter on the NEXRAD radar even when I've turned it off?

Sometimes the local NWS office doesn't want clutter suppression on, so you will see clutter on the radar even if you have it turned off. This is very useful for mountain storms. Another reason you will sometimes see clutter on the radar when you have turned it off is because the current clutter suppression doesn't handle wind farms or mountains well. There will be new software out in a year or so to improve the way this works.
